Montgomery County Recreation is a nationally recognized and award-winning agency with a mission to provide high quality, diverse, and accessible community-based programs, activities and services that serve the recreation and leisure needs of the Montgomery County community. The department manages 39 facilities including recreation centers, senior centers, and indoor and outdoor aquatic facilities and provides thousands of programs such as out-of-school activities, aquatics, classes, youth and adult sports programs and leagues, senior programs, and therapeutic recreation.

The Department is seeking a highly motivated and experienced full-time Recreation Supervisor, whose leadership, innovation and knowledge can be demonstrated in a wide range of services on the Youth Development team. The Recreation Supervisor will provide day-to-day leadership and operational oversight to multiple staff, a wide range of programs and services developed to attract and retain diverse group of young people with varied interests.

The successful candidate will have demonstrated experience creating a dynamic and diverse work environment; and is able to understand and promote the value of recreation to address community issues, promote social equity and achieve the Department’s goal to ensure high quality recreational opportunities are accessible to young people and their families.? Program oversight work includes (but is not limited to):? after-school programs, special events, workforce and professional development programs and activities, sports leagues and other related experiential learning opportunities for youth, school aged children through late adolescence. Successful candidates will have demonstrated extensive and ongoing experience in positive youth development strategies applied to recreation settings; the development and oversight of programs with measurable outcomes; have experience with the removal of barriers to access for underserved communities; and will demonstrate flexibility and adaptability to work in a variety of high stress situations and environments and manage multiple and/or competing priorities.

The Recreation Supervisor is a key member of the leadership team and under the direction of the Youth Development Manager, will be responsible for supervising and maintaining the stability of career and seasonal staff by modeling desired behaviors through consistent and positive work ethic; by providing direction and guidance to employees through clear articulation of performance expectations, policies and procedures, work plans, program goals and related services; and by advocating on behalf of the management team.

Recreation Supervisor work duties include:

  • Leading work programs based on Team and Department priorities for serving the needs of a demographically diverse community;
  • Selecting, supervising and supporting the planning, organizing, promoting, scheduling, and directing of all assigned programs and activities including out of school time youth programs, sport leagues, special events and youth workforce development initiatives.
  • Recruiting, developing, supervising, and retaining a professional staffing complement, seasonal workforce and volunteers;
  • Creating connections with, and for, underrepresented individuals and communities, and ensuring the development and delivery of culturally responsive programs;
  • Researching current trends and developing marketing strategies for the effective promotion of programs, activities and/or events;
  • Providing input into the development and monitoring budgets, expenditures, outcomes and data management processes;
  • Deliver excellent customer care and develop strong relationships with agencies of County government, public schools, non-profits and other youth-serving organizations and stakeholders.
  • Manage a full range of financial and human resources activities including performance management, accounts and expenditure management, timekeeping, contracts management.
  • Serve as a member of the Department’s leadership team; supervise, coach/mentor and evaluate the performance of staff; and clearly articulate performance expectations, policy guidance, as well as program plans and goals.

Important Things to Know:

  • The selected candidate will be required to complete a background investigation and a medical history review prior to appointment
  • These positions WILL require work beyond the typical 40 hours and during non-traditional hours to include early mornings, evenings, weekends, holidays, and in varying environments; and MAY require work that involves physical demands, occasionally working outdoors in varying weather and extreme temperatures; and the ability to attend meetings or perform work at locations outside of an assigned facility.
  • Recreation Supervisors are required to have availability to respond to general information requests from the Manager or Director’s Office outside of regularly scheduled work hours.
  • This position is considered “Essential” and must be available to respond to and handle emergencies during working and non-working hours and must report to work during a period of general emergency or liberal leave.
  • To ensure a positive workplace and to comply with federal, state and County laws, the incumbent is responsible for completing mandatory trainings within the first three to six months or within the specified timeframe

MINIMUM QUALIFICATIONS
Experience: Four (4) years of professional recreation experience in the recreation field.
Education: Graduation from an accredited college or university with a Bachelor’s Degree.
Equivalency: An equivalent combination of education and experience may be substituted.
License: Possession and maintenance at all times of a valid Class “C” (or equivalent) driver’s license from the applicant’s state of residence when required for job related duties.

Preferred Criteria
The applications of those individuals meeting the minimum qualifications will be reviewed to determine the extent, relevancy of training, and experience in the following areas:?

  • Experience applying theories, principles, and practices common in positive youth development to plan, develop and implement recreation activities, programs, leagues and large scale events for young people from childhood through late adolescence as well as youth volunteer and workforce development program.
  • Experience supervising, training and evaluating subordinate staff and/or volunteers, establish clear and concise work assignments, performance measures and provide feedback.
  • Experience evaluating and conducting program analysis for programs, activities and events that result in actionable recommendations and program adjustment.
  • Experience developing and managing program or activity budgets to support the Department’s priorities and ensure best use of Department resources.
  • Experience providing professional written and oral communications such as drafting memos, preparing reports, and delivering presentations.
  • Experience working in Microsoft Office 365, VSI Recreation Registration/Activities Management software, Oracle and/or similar relational database system
